CQ Racing Number Positioning Guidelines
At Open Events in Queensland, the following applies:

(a) Current CA Licence must be given to obtain a race number.
(b) Issuing of race numbers will cease a minimum of 30 minutes prior to the commencement of your event. This time period may be extended by the Chief Commissaire in instances of large numbers of riders, to allow for gear checks and junior roll outs.
(c) You will be provided with two numbers for an open event. Your first race number should be attached on the left ribcage, your second race number is placed on the centre back of your jersey.
(d) The race number must be attached at each corner and not folded.
(e) Frame numbers when issued, must be affixed at the front of the top bar of the cycle frame or under the seat.
(f) Race and frame numbers must be returned after the completion of the event(s) in order to receive a return of Licence.   A replacement charge or fine may be imposed for numbers not promptly returned.
(g) Riders not fixing numbers correctly risk being unplaced.

Query Grading or Handicapping

If you are not happy with your grade or handicap, please complete a Grade Application Form. It must be received by the CQ office NO LATER THAN 5pm seven (7) days prior to the closing date of an event.  Refer to the information sheet before completing your form.
CQ will then contact the handicapper regarding your query and we will then advise you before the event as to the decision made.

Rider Apparel Registration

At CQ Open Events a Queensland member, has two (2) options from which to choose regarding their apparel. They must wear either:

1.     Their Club approved apparel which has been registered with Cycling Queensland   OR

2.     Completely plain apparel

Note the following exemption

·         CQ Team Series Events – the team entry fee covers all riders to wear the team apparel in that event only (unless approved as club clothing).

·         UCI Registered Continental Teams - Registered riders of these teams do not have to register their clothing and may race any Queensland Open event in their team apparel without further cost or registration.

Equipment

Helmets
 

(a)     An approved helmet shall be worn at all times during competition, warming up for an event or when riding on the road at a race meeting.

(b)     In all road & track cycling events with the exception of International Cycling Union (known as UCI) events, the individual pursuit and track time trials, an Australian Standards approved (AS 2063) helmet is to be worn.

(c)      A helmet must carry the relevant approval sticker confirming approval and certification to AS/NZ 2063 before a cyclist is to start in any cycling event.

(d)     For UCI road calendar events, competitors shall wear an approved AS/NZ 2063, ANSI, Snell or EN bicycle helmet. International trade team competitors may wear a helmet approved by the UCI, or the country they are registered with, subject to the approval by local authorities.

(e)     To obtain such approval (ref (d) above), the promoter must apply to conduct the event under an exemption permitting the wearing of non-Australian Standard helmets. Such an application must be under the special events legislation of the respective State in which the event is conducted. The events for which such an application may be sought include, but may not be limited to:

(i)      UCI road world cups (men and women)

(ii)      One-day road races or multi-stage tours which have been approved for inclusion on the UCI calendar.

(iii)     The Australian open road championships or similar event, where overseas or professionally contracted riders with a UCI registered team are competing and the results contribute to UCI ranking points.

(f)      For the individual pursuit and track, time trials, approved helmets shall bear either, AS/NZ 2063, ANSI, Snell or EN bicycle helmet approval.

(g)     Any modification to an approved helmet is strictly prohibited, including swapping or tampering with stickers, structural or aerodynamic modification.

(h)     Failure to comply with this regulation will result in the rider’s withdrawal from the event in addition to any other penalty that may be applied by a race official.

Junior Equipment Regulations
For all junior categories up to & including JM17 – JW17 the following equipment restrictions will apply for road & track competitions.         

1.     For all events a standard triangular frame may only be used. Such frames shall consist of standard tubing of dimensions no more than 80mm maximum and no less than 25mm minimum. (refer Annexure 6 UCI Bicycle Regulation).           

2.     For all events, wheels must have at least 16 spokes with the sole exception that construction of the rim shall exclude the use of composite fibres (Carbon, Kevlar, Aramid and similar fibres).       

3.     Only high pressure detachable tyres and tubes shall be used. A detachable type tube means the tube is detachable from the tyre casing. Such high pressure tyres shall be beaded. 

 

Junior Handlebars
Handlebars shall be of the standard “Classic” style. Bolt on handlebar extensions shall be allowed for under 15 and under 17 riders for the individual pursuit, team pursuit and road and track time trials only. No modification to the extension shall be allowed.

Junior Gear Limitations
Gearing restrictions apply to all Junior category-specific races (in their highest useable gear). Restricted gearing rules exist internationally and are enforced to guard against damage to young bones and muscles that could result through the use of big gears at an early age. Gear restrictions are based on a “roll out distance”.

 
Roll Out Distance is the distance the bike travels in a straight line through one full revolution of the pedal cranks in the biggest gear on the bike:
 
·J11/13 =  5.500 metres          
·J15      =  6.000 metres
·J17      =  7.000 metres (effective 1 OCT 2012)
·J19      =  7.930 metres
The following chart gives a number of gear combinations that suit the criteria. The calculations are based on a standard 700C rim with racing type slick HP tyre. However, it must be noted that this is a guide only and the actual distance covered will be dependent upon brand and type of tyre fitted, therefore the rider must ensure compliance by measuring their own “roll-out”.

For Junior U19 competitors, exemptions may be made by The CQ Board to allow them to ride longer distances.
Such exemptions may or may not be given, taking into account –
 
1.     The exact age of the competitor,
2.     The ability of the competitor, so judged by the recognised CQ head coaching personnel, to compete over the longer distance and/ or tougher circuit. Any application for exemption shall be made to the recognised head coach.
3.     Whether any other U19 event is gazetted on the same day and in the same region.
4.     Other suitable local events that cater for U/19 division.
 
NOTE 2:
CRITERIUMS: The Distances quoted for MASTERS and JUNIOR riders are those to be applied when members are competing in their respective AGE category events. Where a carnival/ event is being conducted in GRADED CATEGORIES riders may compete in the grade in which they are considered CAPABLE provided the distance of the respective grade does not exceed the permissible MAXIMUM DISTANCE THEY ARE PERMITTED FOR ROAD EVENTS. NOTE 3:
INDIVIDUAL ROAD TIME TRIALS: The Distances quoted for MASTERS and JUNIOR riders are those to be applied when members are competing in their respective AGE category events. Where a carnival/ event is being conducted in GRADED CATEGORIES or COMBINED CLUB events, riders may compete in the grade in which they are considered competitive provided the distance of the respective grade/ race does not exceed the permissible MAXIMUM DISTANCE THEY ARE PERMITTED FOR ROAD EVENTS. CQ Event Entry Policies

Close of Entries

Entries for all events will close a minimum of 14 days before the event as follows:
If deemed necessary this may be earlier to allow for handicapping/grading in larger events. 
All closing dates will continue to be displayed on the Cycling Queensland online registration website and on flyers.
Late entries will be accepted for 48 hours after the close of entry date.  A late entry surcharge will apply to all late entries as follows:

  • Individual Entries (Juniors)                      $10.00 surcharge (min.)
  • Individual Entries (Seniors)                     $20.00 surcharge (min.)

Cycling Queensland reserves the right to add invited riders to entry lists after this time for major events.
The board of Cycling Queensland may amend these rules at their discretion.

Licences Required

To ride Open, State or National Championship events, you will require a full 2013 CA racing licence.  Please note that 3 Ride Permits, Day Permits, plus KIDZ, NC, CYCLING FOR ALL or 'Club' licences are not valid for Open, State or National Championship events (unless otherwise stated). Race Event Scratching Policy

Scratchings

Scratching from an event must be advised to Cycling Queensland before 5pm on the day before the event. If the event is on a Sunday, by 5pm on the Friday before.

Refunds

Riders who scratch from an event and notify Cycling Queensland in writing;

a) within 7 days prior to an event in which they entered (for CQ promoted events only e.g Championships), and who produce a valid medical certificate to the CQ office WITHIN 7 DAYS AFTER their scratching Or 


b) more than 1 week prior to the event in which they entered, ie. prior to the entries being forwarded to the Event Promoter, (this does not require a medical certificate) 

will receive a refund less a 10% or $5 administrative fee of total paid(including any late fee) whichever is greater.

eg. Entry Fee of $40; Refund Received = $35, Entry Fee of $60; Refund Received = $54

All riders who scratch within seven (7) days of an Open event conduucted by a club or external promoter must contact the organiser to apply for a refund. All applications for refund may be subject to the events own refund policy.  The club may withhold a portion of the entry fee for their own administrative purposes.  Their decision will be final and no correspondence will be entered into.

Cycling Queensland no longer offers Race Credits.  All current credits held by riders may be utilised within 12 months of withdrawal from event / cancellation of event.  No credit may be used after 31 March 2013.

To use 'CQ race entry credit' simply complete a Manual Entry Form prior to the next event you wish to enter.  In section 3 of the form you can indicate how much credit you wish to utilise.  If the event fee is greater than the available credit, please include payment details for the balance.
